ASIATODAY.ID, JAKARTA – Indonesia is opening vast new opportunities for global investors by inviting them to participate in the development of 108 untapped oil and gas basins across the country. This strategic move aims to strengthen national energy security while ensuring long-term energy supply to support economic growth and societal welfare.
Deputy Minister of Energy and Mineral Resources (ESDM), Yuliot, revealed that out of 128 identified oil and gas basins, only 20 have been developed so far. The remaining basins represent significant resource potential waiting to be unlocked.
“In 2025–2026, the government is allocating substantial funding and empowering the Geological Agency to conduct advanced 2D and 3D seismic surveys. These efforts will pave the way for deeper exploration. Our vision is clear: by 2029, Indonesia must achieve 1 million barrels of oil per day and 12 BSCFD of gas, ensuring stronger energy sovereignty,” Yuliot stated during the Grand Launching of Indonesia Oil and Gas Exploration (IONGE) in Jakarta on Tuesday, November, 25, 2025.
Regulatory Reforms to Attract Global Investors
To create a more attractive investment climate, the government has issued Government Regulation No. 28/2025 on Risk-Based Business Licensing and Ministerial Regulation Number 14/2025 on cooperative management of upstream oil and gas working areas. These regulations aim to ensure transparent, efficient, and competitive collaboration frameworks.
The Ministry has also prepared 75 oil and gas blocks across Sumatra, Kalimantan, Sulawesi, Papua, and offshore regions. A total of 9 blocks have already been assigned to business entities, with more blocks to follow through direct assignment and regular bidding rounds.
Accelerated Strategies to Boost National Production
Indonesia’s strategy to increase oil and gas output includes:
Identifying and evaluating undiscovered resources across promising geological areas
Deploying Enhanced Oil Recovery (EOR) and waterflood techniques to maximize output from mature fields
Optimizing inactive wells to boost short- and medium-term production
In the downstream sector, the government is also accelerating construction of pipeline networks, enhancing refinery capacities, expanding storage tanks, and improving cargo transportation efficiency.
Perkasa Working Area Contract Signed
During the grand launching, the government signed the contract for the Perkasa Working Area, which holds an estimated 228 MMBO or 1.3 TCF of gas resources. The agreement includes a USD 300,000 signature bonus and USD 2.25 million in firm commitments, underscoring investor confidence in Indonesia’s upstream potential.
IONGE 2025: Showcasing Indonesia’s Upstream Potential to the World
The Indonesia’s Oil and Gas Exploration (IONGE) 2025 event, also inaugurated by Deputy Minister Yuliot, serves as a major platform to promote Indonesia’s exploration prospects globally. The two-day event is jointly organized by the Geological Agency, Directorate General of Oil and Gas, SKK Migas, and the Human Resources Development Agency of the Ministry.
“With collaboration and innovation, we can accelerate exploration investments, strengthen energy security, and build a sustainable energy future for Indonesia,” Yuliot emphasized.
The three core visions of IONGE 2025 are:
1. Creating a clear offering pathway for upstream working areas to provide certainty for investors
2. Presenting updated prospectivity catalogs and geophysical data from priority basins
3. Launching the IONGE information platform, offering a centralized hub for technical data, regulatory updates, and investment opportunities
Acting Head of the Geological Agency, Lana Saria, stated that Indonesia is increasingly recognized as a rising exploration destination. The event gathered over 500 participants, including global oil and gas companies, financial institutions, research bodies, universities, industry associations, and media partners.
IONGE 2025 features plenary sessions, technical panels, fiscal policy discussions, and breakout rooms designed to facilitate engagement between government stakeholders and global investors.
