Full List of Indonesia’s 2025 National Strategic Projects: Investment Value Reaches USD 390 Billion

ASIATODAY.ID, JAKARTA – The Indonesian government has officially released the latest list of National Strategic Projects (PSN) for 2025, as stipulated in Coordinating Minister for Economic Affairs Regulation (Permenko) Number 16 of 2025. This regulation amends the previous Permenko Number 7 of 2021 on National Strategic Projects, marking its eighth revision.

The new regulation, signed by Coordinating Minister for Economic Affairs Airlangga Hartarto on September 24, 2025, replaces the earlier list set under Permenko Number  12 of 2024.

The total investment value of Indonesia’s 2025 National Strategic Projects reaches approximately Rp6,246 trillion (around USD 390 billion). This massive figure reflects the government’s strong commitment to accelerating infrastructure development, strengthening energy and food security, and promoting sustainable industrial and technological growth.

About PSN?

National Strategic Projects (PSN) are priority initiatives implemented by the central government, local governments, and/or state or private enterprises that play a strategic role in boosting economic growth, ensuring equitable development, and improving public welfare across Indonesia.

PSN projects are generally categorized into two types:

1. National Strategic Projects (Individual Projects)
2. National Strategic Programs (Clusters of Projects)

PSN 2025: Scope and Composition

Based on Permenko No. 16/2025, the list includes:

– 226 National Strategic Projects (PSN)
– 24 National Strategic Programs

These projects span multiple sectors, including toll roads, dams, airports, seaports, energy, industrial zones, housing, clean water, technology, and education.

1. Toll Roads and Bridges

Key strategic toll road projects include:

– Serang–Panimbang Toll Road (Banten)
– Pandaan–Malang Toll Road (East Java)
– Manado–Bitung Toll Road (North Sulawesi)
– Balikpapan–Samarinda Toll Road (East Kalimantan)
– Medan–Binjai Toll Road (North Sumatra)
– Pekanbaru–Dumai Toll Road (Riau)
– Sigli–Banda Aceh Toll Road (Aceh)
– Bukittinggi–Padang Toll Road (West Sumatra)
– Yogyakarta–Bawen Toll Road (Central Java & Yogyakarta)

Key strategic port projects include:

Over 40 strategic industrial zones are listed, including:

– Morowali Industrial Park (Central Sulawesi)

– Weda Bay and Obi Island Industrial Zones (North Maluku)

Over 50 dams are listed, including:
Marangkayu Dam (East Kalimantan), Ladongi Dam (Southeast Sulawesi), Ameroro Dam (Southeast Sulawesi), Karalloe Dam (South Sulawesi), Keureuto Dam (Aceh), Bener Dam (Central Java), Tamblang Dam (Bali), Tiu Suntuk Dam (NTB), and Sepaku Semoi Dam (East Kalimantan).

Major irrigation projects include DI Lhok Guci (Aceh), DI Baliase (South Sulawesi), and DI Gumbasa (Central Sulawesi).

8. Clean Water and Sanitation

Key projects:

– Semarang Barat Water Supply System (Central Java)
– Umbulan Water Project (East Java)
