Falling Glass Incident at TCC Batavia Building in Jakarta Reported to Police

ASIATODAY.ID, JAKARTA — An incident involving falling glass shards from an upper floor of TCC (The City Center) Batavia Building in Central Jakarta has taken a legal turn.

A tenant identified as HN (49) suffered physical injuries, psychological trauma, and damage to her vehicle, and has pursued legal action after mediation efforts with the building management failed.

The incident occurred on June 30, 2025, at approximately 12:10 p.m., when HN had just parked her car in a shared parking area used by TCC Batavia Building and Batavia Tower. Without warning, glass fragments fell from the 46th floor. Although she attempted to avoid the debris, shards struck her leg and damaged her vehicle.

The incident has had lasting effects beyond physical injury. The victim has stated that she has not yet been able to return to the building, where she had carried out her activities for more than seven years.

“Since the incident, our client has continued to experience trauma and has not been able to return to the location,” said Gamal Muaddi, S.H., M.Kn, the victim’s legal counsel, speaking at Metro Jaya Police Headquarters on Wednesday evening December 17, 2025.

No Emergency Response from Building Management

According to the legal team, no immediate emergency response or first aid was provided by the building management at the time of the incident, despite occupational health and safety standards requiring emergency preparedness in public high-rise buildings.

“In emergency situations like this, there should be an established response protocol or on-site safety officers. Instead, our client was assisted by an acquaintance and taken directly to Mintohardjo Hospital,” Muaddi explained.

As a result of her injuries, HN required medical treatment and was unable to carry out her activities for nearly two weeks, affecting both her work and business operations as a tenant.

Mediation Fails, Legal Notice Unanswered

Efforts to resolve the matter through mediation with the building manager, PT Langgeng Gemilang Sejahtera, began in August 2025, including an online mediation session in October 2025. However, the process did not result in any agreement.

A formal legal notice previously submitted by the victim reportedly received no adequate response, prompting her legal team to issue a counter-notice and prepare further legal action.

“This is not merely about material losses. It concerns the safety of tenants and the public, which should be the responsibility of building management,” Muaddi said.

Police Report Filed, Building Safety Under Review

As a follow-up step, HN granted special legal authority to the legal team at Pristina & Co Attorney at Law, consisting of Gamal Muaddi, Irma Tutik Dwiningsih, R. Heru Noto Dewo, and Abdul Kodir Batubara.

The victim has conducted a consultative report with Metro Jaya Police under reference number C025 and has been advised to file a formal report with the Central Jakarta Metro Police.

In addition to potential criminal proceedings, the legal team plans to report the building’s technical and safety aspects to the Central Jakarta Office of Building, Spatial Planning, and Land Affairs (Citata), particularly regarding structural safety and the Building Function Worthiness Certificate (SLF).

“The key question is how glass from a high-rise building could break and fall, causing injury. This is a matter of public safety,” Muaddi said.

Not the First Incident?

The victim’s legal counsel also cited information suggesting that similar incidents may have occurred previously at TCC Batavia Building, including damage to other vehicles.

However, the exact cause of the glass failure remains under investigation, and no official explanation has been provided by the building management.

To outline their legal position and next steps, the legal team held a press conference on Wednesday, December 17, 2025, at the General Criminal Investigation Lobby of Metro Jaya Police, South Jakarta.

As of publication, the management of TCC Batavia Building and PT Langgeng Gemilang Sejahtera have not issued an official statement regarding the incident.
