World Bank Funds $280 Million Program to Improve Health Access in Kerala, India

ASIATODAY.ID, WASHINGTON — The World Bank has approved a new $280 million health improvement program for the Indian state of Kerala, aiming to enhance life expectancy and quality of life for 11 million elderly and vulnerable citizens through expanded healthcare coverage and more resilient health systems.

Over the past two decades, Kerala has earned a reputation as a model for health progress in India. The state boasts some of the country’s lowest mortality rates — neonatal (3.4 per 1,000 live births), infant (4.4), under-five (5.2), and maternal (19 per 100,000 live births). These achievements are supported by high literacy, strong public health awareness, and decentralized governance.

However, Kerala now faces mounting health challenges. The rising prevalence of non-communicable diseases such as hypertension, diabetes, and cancer, combined with a rapidly aging population — with seniors making up over 20% of residents — is putting pressure on the healthcare system. Moreover, gaps in emergency and trauma services persist, with more than 4,000 road traffic deaths reported annually.

Building a Resilient and Inclusive Health System

The Kerala Health System Improvement Program, funded by the World Bank’s International Bank for Reconstruction and Development (IBRD), is designed to strengthen Kerala’s capacity to deliver quality healthcare while building resilience against climate shocks and pandemics.

The program will:

Expand digital health infrastructure through integrated eHealth platforms and improved cybersecurity.

Track and support over 90% of registered hypertension and diabetes patients using electronic monitoring systems.

Launch home-based care for bedbound, homebound, and elderly patients to ensure equitable access to health services.

Boost women’s health initiatives, targeting a 40% increase in controlled hypertension cases and a 60% rise in cervical and breast cancer screening rates.

“Good health empowers people, creates jobs, and drives economic growth,” said Paul Procee, Acting Country Director for India at the World Bank, October 23, 2025,

“Kerala’s educated women, in particular, can play a greater role in economic development when supported by strong health systems.”

The initiative also strengthens local governance participation, engaging gram panchayats and municipal bodies to implement standardized antibiotic protocols and enhance responses to zoonotic disease outbreaks.

Primary healthcare facilities across Wayanad, Kozhikode, Kasaragod, Palakkad, and Alappuzha districts will adopt climate-adaptive measures — improving energy efficiency, managing heat stress, and mitigating flood risks.

“This program builds on Kerala’s ‘One Health’ model, integrating community-based surveillance and rapid response systems,” said Deepika Chaudhery and Hikuepi Katjiuongua, the program’s Task Team Leaders. “It will ensure elderly residents receive expanded health coverage and that 8.5 million people have access to timely emergency and trauma care.”

The $280 million IBRD loan carries a 25-year maturity and a five-year grace period, reflecting the World Bank’s long-term commitment to sustainable health reform in Kerala. (AT Network)
