ASIATODAY.ID, JAKARTA – The Indonesian government reaffirmed its commitment to managing the country’s vast natural resources—particularly the mining sector—for the welfare of its citizens.
Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia emphasized the importance of fair and sustainable resource management during the Mineral & Coal Convention-Expo (Minerba Convex) 2025 in Jakarta, October 15, 2025.
“Our natural resources must be managed wisely for the benefit of the people, the nation, and the state, in accordance with Article 33 of the 1945 Constitution,” Bahlil stated.
Downstream Mining Investments Reach USD 38 Billion
Bahlil revealed that the government has initiated around 18 to 20 downstream mining projects with a total investment value of USD 38 billion, or approximately IDR 618 trillion. These projects are expected to create 300,000 direct jobs and more than one million indirect jobs across various regions.
According to Bahlil, the downstream industrialization program is a key driver for equitable economic growth throughout Indonesia.
“Economic growth must not be concentrated only in Jakarta. It has to reach the regions, and the way to achieve that is through downstreaming. Without it, accelerating national development would be difficult,” he stressed.
This policy direction aligns with President Prabowo Subianto’s instruction that the management of Indonesia’s natural resources must be sustainable and forward-looking.
“We must not exploit all our natural resources at once. We need to think about future generations, manage them responsibly, and ensure every process adheres to environmental and legal standards,” Bahlil reiterated.
To further ensure equitable economic participation, the government enacted Law No. 2 of 2025, amending Law No. 4 of 2009 on Mineral and Coal Mining. Under this new regulation, Micro, Small, and Medium Enterprises (MSMEs), cooperatives, and regional-owned enterprises (BUMD) are granted priority access to Mining Business Licenses (IUP).
This policy aims to enhance local business participation in the mining industry and strengthen regional economic independence.
Digitizing Mining Governance Through “Minerba One”
As part of its digital transformation strategy, the Ministry of Energy and Mineral Resources officially launched Minerba One, an integrated digital platform introduced during the opening of Minerba Convex 2025.
The platform consolidates several existing digital systems, including the Minerba One Data Indonesia (MODI), Minerba Online Monitoring System (MOMS), and e-PNBP Minerba applications.
Director General of Mineral and Coal Tri Winarno explained that Minerba One is designed to strengthen the nation’s mining governance from upstream to downstream.
“Minerba One integrates the entire process—from feasibility studies, resource and reserve recording, to mineral and coal sales. The goal is to establish a data-driven system that enables real-time monitoring, reporting, and decision-making,” he said.
Tri added that the implementation of Minerba One is not only intended to simplify bureaucracy but also to enhance transparency, accountability, and public service quality. Through this digital system, the government aims to provide faster and more transparent services while reinforcing its supervisory role in the mining sector.
“With USD 38 billion invested in downstream mining, Indonesia is advancing toward a value-added, sustainable economic model. This initiative not only supports the downstreaming of nickel and other strategic minerals but also ensures that the nation’s natural wealth genuinely benefits the people and future generations,” he said.
