ASIATODAY.ID, JAKARTA — The Asian Development Bank (ADB) has signed a loan of up to US$25 million with PT Mitra Plumbon Healthcare to expand inclusive and affordable healthcare services in West Java and Central Java, Indonesia.
The financing will support the construction of a new hospital in Batang, Central Java, as well as a new outpatient building at an existing hospital in Cirebon, West Java.
The expansion is designed to strengthen services for patients covered under Indonesia’s national health insurance scheme.
Indonesia Still Faces Hospital Capacity Gaps
Despite progress toward near-universal health insurance coverage, Indonesia continues to struggle with low hospital bed density compared to other Southeast Asian nations.
While Jakarta and major urban centers are relatively well served, many fast-growing secondary cities still face infrastructure shortages, long travel times, and limited access to specialized care.
ADB Indonesia Country Director Bobur Alimov emphasized that sustainable development is inseparable from strong healthcare systems.
“Although Indonesia has made significant strides in expanding health insurance coverage, access to quality hospital care in certain regions remains limited. This project will help address critical gaps in hospital capacity,” he said on February 27, 2026.
350 New Beds and Local Job Creation
The project is expected to add 350 new hospital beds, expand inpatient and outpatient services, and create employment opportunities for local communities.
Founded in 2003, Mitra Plumbon Healthcare currently operates seven hospitals in West Java with more than 2,700 beds. Over 80% of its patients are insured under national health insurance.
In April 2025, its flagship hospital in Cirebon—featuring more than 700 beds—became the first private hospital in the region to receive Joint Commission International (JCI) accreditation, a globally recognized benchmark for hospital quality and patient safety.
Indonesia’s First Sustainability-Linked Loan in Healthcare
The financing marks the first sustainability-linked loan in Indonesia’s healthcare sector, aligning financial incentives with environmental, social, and gender performance targets.
Key commitments include:
– Introducing solar energy systems in hospital facilities
– Increasing the employment of female doctors and nurses
– Expanding access for JKN-insured patients
– Implementing gender-based violence response protocols at the new Batang hospital
The loan has been certified by independent second-party opinion provider DNV.
Festus Susilo, Chief Executive Officer of Mitra Plumbon Healthcare, said the partnership with ADB will enhance both service capacity and sustainability standards.
“As a private hospital operator focused on JKN patients, our mission is to deliver high-quality care where it is most needed. Partnering with ADB enables us to strengthen our sustainability practices while improving health outcomes in West and Central Java,” he stated.
A New ESG Model for Healthcare Financing
ADB’s move signals a broader push toward ESG-driven healthcare investment in Indonesia. Beyond infrastructure expansion, the initiative integrates environmental sustainability, social inclusion, and governance standards into hospital operations.
