Indonesia Collaborates with JICA in The Integrated Urban Flood Management Project

ASIATODAY.ID, JAKARTA – The Indonesian government is collaborating with the Japan International Cooperation Agency (JICA) in the Integrated Urban Flood Management project.

Indonesian Minister of Public Works and Public Housing (PUPR) Basuki Hadimuljono held a meeting with Senior Deputy Director of Southeast Asia Division of Japan International Cooperation Agency (JICA) Hidenori Hashimoto, at the Ministry of Public Works and Public Housing Building, Jakarta, Thursday, June 20 2024.

The meeting discussed the Integrated Urban Flood Management project in the Jakarta, Bogor, Depok, Tangerang, Bekasi (Jabodetabek) areas and also the potential for cooperation in other infrastructure fields such as roads, bridges, housing and the development of the Indonesian Capital City (IKN).

“The Integrated Urban Flood Management project aims to reduce the impact of flood damage in the Jabodetabek area, through the implementation of comprehensive flood control measures such as river repairs, river bed excavation and bank protection, retention ponds and bypass channels,” said Minister Basuki, quoted Monday, June 24 2024.

Senior Deputy Director of Southeast Asia Division JICA Hidenori Hashimoto said that the Jabodetabek area really needs flood control measurements.

“Currently a preparation study is being carried out, including the Central Jakarta and Bekasi areas, and is in the final stage of determining the basic design. “JICA has started a preparatory survey since April 2024 and plans to carry out the appraisal at the end of 2024,” said Hidenori.

Minister Basuki appreciated the study results submitted by JICA’s Yachiyo Engineering Consultant and encouraged the acceleration of Integrated Urban Flood Management work in Jabodetabek.

“I am grateful for the JICA grant which has assisted in the project preparation survey which will take place from 2023-2025. “I hope that construction for 1 or 2 components of the work can start immediately in the 2025-2029 period,” added Minister Basuki.

In the Integrated Urban Flood Management project, a work package will also be included which includes operations to change the Bekasi Dam and retention ponds on the Bekasi, Cikeas and Cileungsi Rivers, upgrading channels, retention ponds and underground channels in West Jakarta, excavation and pump stations in Jakarta East, maintenance of the Sabi tributary to the Cisadane River.

On this occasion, Minister Basuki also conveyed the potential for collaboration for Japanese investors in the Bandung Intra Urban Toll Road (BIUTR) project which is funded using the PPP Support-Built-Operate-Transfer (SBOT) scheme with a total investment value of IDR 12.5 trillion.

Minister Basuki also discussed the potential for cooperation in the field of IKN development and other infrastructure projects.

“Following up on the Ministry of Public Works and Public Housing’s request to the new Japanese Ambassador to Indonesia at the bilateral meeting in March 2024, for connectivity support at IKN. Potential collaborations that could be carried out include building a road to connect the immersed tunnel area with IKN. And flood anticipation studies at IKN. “Currently, the Ministry of Public Works and Public Housing has prepared a flood management program in IKN, we hope for JICA’s support to review this program,” said Minister Basuki.

Other potential collaborations that could be carried out include the development of the Probolinggo – Banyuwangi Toll Road which will be built in 2 stages with a total length of 125.72 km. Then, the construction of a road across the southern island of Java with a length of 134 km. As well as cooperation in developing the Sicincin – Bukittinggi – Payakumbuh toll road.

Minister Basuki also discussed other potential collaborations in the fields of waste processing, sabo dams and housing. These include the progress of cooperation on the Jakarta Sewerage Development Project Zone 6 Phase I (IP – 579), the preparation of master plans for 56 Sabo Dam projects in Indonesia, as well as innovations in the construction of housing and modular buildings or volumetric systems for high rise buildings or apartments.

“Thank you to the Japanese Government and JICA for their cooperation and support to the Indonesian Government so far. The Ministry of Public Works and Public Housing would also like to thank them for their support in implementing the 10th World Water Forum in Bali in May 2024. Moreover, the presence of the Japan Pavilion and the presence of the Japanese delegation had a big impact on the implementation of the forum. “Hopefully our cooperation and collaboration in the future will continue well,” stressed Minister Basuki.
