Indonesia’s Coal Benchmark Price Rises to USD 107.35 per Ton in Early July 2025

ASIATODAY.ID, JAKARTA – The Indonesian government, through the Ministry of Energy and Mineral Resources (ESDM), has officially set the Coal Benchmark Price (HBA) for the first period of July 2025 at USD 107.35 per ton, marking an increase of USD 8.74 or 8.86% compared to the second period of June 2025, which stood at USD 98.61 per ton.

This HBA determination is regulated under Ministerial Decree No. 72 of 2025 concerning Guidelines for Determining Benchmark Prices for the Sale of Metallic Minerals and Coal Commodities.

“Compared on a year-on-year basis with July 2024, when the HBA was set at USD 130.44 per ton, the price has significantly decreased by USD 23.09 or 17.70%,” said Director General of Mineral and Coal, Tri Winarno, in Jakarta qouted July 15, 2025.

According to Tri, the increase in the July 2025 HBA was mainly triggered by higher sales prices in export transactions during the second week of May to the first week of June 2025. The benchmark is based on actual transaction data recorded in the government’s e-PNBP Minerba system, using a calculation formula outlined in Ministerial Decree No. 72/2025.

“The HBA is determined as the weighted average of coal sales volumes at the Free on Board (FOB) Vessel point with a calorific value range of 6,100–6,500 kcal/kg GAR,” he explained.

Four HBA Categories Based on Coal Calorific Value

The ministerial decree also defines four categories of Coal Benchmark Prices based on calorific value levels:

1. HBA (6,322 GAR): USD 107.35 — up 8.86% compared to the previous period.

2. HBA I (5,300 GAR): USD 71.50 — down 5.47%.

3. HBA II (4,100 GAR): USD 49.78 — down 0.94%.

4. HBA III (3,400 GAR): USD 35.87 — down 0.75%.

These prices are valid for the period July 1 to July 14, 2025, and will serve as the reference for calculating the Coal Reference Price (HPB), which takes into account factors such as calorific value, moisture content, sulfur content, and ash levels. (AT Network)
