KIOTEC Enhances Human Capacity in Marine and Fisheries Sector Through South Korea Visit Program

ASIATODAY.ID, BUSAN – The ODA KIOTEC Program, officially known as the Korea-Indonesia Integrated Ocean Fisheries Technology Training Center (KIOTEC), has once again organized a study visit to South Korea aimed at strengthening the technical expertise of Indonesia’s Early Career Ocean Professionals (ECOPs).

Funded by the Government of the Republic of Korea and officially launched on June 12, 2024, in Busan, the program has been recognized as an “Endorsed Project” under the United Nations Ocean Decade (UN Ocean Decade).

This recognition underscores the program’s strong commitment to sustainable development, capacity building, and responsible ocean governance. It also represents a concrete example of strategic collaboration between Indonesia and South Korea in advancing the Sustainable Development Goals (SDGs).

As part of its capacity-building efforts, KIOTEC engages participants from diverse sectors, ranging from policymakers to university students.

A total of 10 participants joined the program, including KIOTEC scholarship recipients from leading Indonesian universities such as Diponegoro University (UNDIP), IPB University, Gadjah Mada Univesity (UGM), and Bandung Institute of Technology (ITB), as well as representatives from the Ministry of Marine Affairs and Fisheries (KKP) and the Coordinating Ministry for Food Affairs.

The seven-day program, held from April 26 to May 2, provided participants with the opportunity to visit prominent maritime institutions and facilities in South Korea.

These included the research vessel of Pukyong National University (PKNU), the UN Peace Memorial Hall, facilities of the Korea Institute of Ocean Science and Technology (KIOST) in Busan and Geoje, the National Maritime Museum, the Sihwa Lake Tidal Power Plant, and a cultural visit to a Korean Folk Village.

Throughout the program, participants gained firsthand insights into cutting-edge innovations and best practices in the marine and fisheries sector, while also experiencing Korean culture.

A representative from the Coordinating Ministry for Food Affairs highlighted the value of the program.

“I would like to express my sincere appreciation to KIOTEC for this opportunity. Through this program, we gained a deeper understanding of how advanced marine technology, research, and policy frameworks in South Korea can be adapted and implemented in Indonesia,” said Cahyadi Rasyid, Assistant Deputy for Aquaculture Development, Deputy for Maritime Resources.

This visit program reflects KIOTEC’s ongoing commitment under the ODA framework to strengthening human resource capacity in Indonesia and fostering international cooperation between the two countries in developing a sustainable marine and fisheries sector.

It is expected to enhance participants’ knowledge and competencies, while encouraging the practical application of acquired insights to support sustainable ocean development in Indonesia.

About ODA KIOTEC

As part of its long-term commitment to advancing human resource capacity in marine science and technology, the Government of the Republic of Korea has launched a capacity-building initiative under the Official Development Assistance (ODA) program titled “Establishment of the Integrated Ocean Fisheries Technology Training Center and Enhancement of Capacity Building in Indonesia,” widely known as ODA KIOTEC.

The project was officially launched on June 12, 2024, in Busan through the signing of an Implementation Arrangement (IA) involving the Coordinating Ministry for Food Affairs (formerly the Coordinating Ministry for Maritime Affairs and Investment), the Marine and Fisheries Human Resources Development Agency (BPPSDMKP), the Ministry of Oceans and Fisheries (MOF) of Korea, the Korea Institute of Ocean Science and Technology (KIOST), and the Korea-Indonesia Marine Technology Cooperation Research Center (MTCRC).

Funded by MOF Korea, ODA KIOTEC focuses on establishing and operating a marine training center in Indonesia, alongside developing tailored capacity-building programs aligned with the needs of the national marine sector.
