Four major decisions emerged from the high-level meetings, signaling ASEAN’s determination to strengthen regional stability amid rising geopolitical and digital challenges.
Indonesia’s Coordinating Minister for Political, Legal, and Security Affairs, General (Ret.) Djamari Chaniago, who accompanied President Prabowo Subianto, emphasized that this year’s Summit went beyond diplomacy—it laid the groundwork for ASEAN’s strategic direction in the years ahead.
“The 47th ASEAN Summit proceeded smoothly and produced vital agreements among member states to enhance stability and solidarity across the region,” Minister Djamari said after the Summit’s closing session on Tuesday, October 28, 2025.
1. Timor-Leste Officially Becomes ASEAN’s 11th Member
After 14 years of deliberation, Timor-Leste was formally admitted as ASEAN’s 11th member state through the Declaration on the Admission of Timor-Leste signed on 26 October 2025.
“Indonesia fully supports Timor-Leste’s membership as a symbol of Southeast Asian unity and regional integration,” said Djamari.
The historic decision marks a new era for ASEAN’s inclusivity and cohesion.
2. ASEAN Declares War on Online Scams and Cross-Border Cybercrime
Digital threats took center stage at the Summit. ASEAN leaders jointly agreed to combat online scams and illegal gambling, recognizing them as transnational crimes that undermine economic and social stability.
“Online scams and digital fraud are no longer local issues—they’re regional threats that erode public trust and security,” Djamari warned.
The move reinforces ASEAN’s commitment to building a safer, more resilient digital ecosystem.
3. Artificial Intelligence and Ethical Governance Enter ASEAN’s Security Agenda
Artificial Intelligence (AI) emerged as a key discussion point. ASEAN leaders committed to promoting AI development grounded in ethics, transparency, and social responsibility.
“AI holds immense potential to transform economies and societies, but it also brings security risks. ASEAN agreed to enhance collaboration and governance to ensure responsible use,” Djamari explained.
This marks ASEAN’s proactive step in navigating the global technological revolution.
4. South China Sea: ASEAN Pushes for Code of Conduct Finalization
The long-standing South China Sea issue remained high on the agenda. ASEAN reaffirmed its commitment to accelerate the finalization of the Code of Conduct (CoC) with China to maintain peace, stability, and freedom of navigation.
“The CoC serves as a vital framework to ensure the South China Sea is used peacefully in line with international law, including UNCLOS 1982,” Djamari stated.
Indonesia continues to play an active diplomatic role in fostering constructive engagement and conflict prevention in the region.
Djamari: ASEAN Must Stand as the Anchor of Regional Stability
Minister Djamari concluded that the Summit’s outcomes highlight ASEAN’s growing role as the anchor of political and security stability in the Indo-Pacific.
