Vietnam’s Nuclear Energy Push Gains Momentum

ASIATODAY.ID, HANOI – Vietnam is strengthening the foundation of its nuclear energy programme as Hanoi moves toward a new phase of development focused on safety, transparency, and international standards.

With support from the International Atomic Energy Agency (IAEA), Vietnam is enhancing its legal framework for civil liability for nuclear damage, a crucial step as the country considers participation in the Global Nuclear Liability Regime.

The IAEA legislative assistance mission, held from 2–4 June 2026 at the Vietnam Agency for Radiation and Nuclear Safety (VARANS), comes at a strategic time as Vietnam seeks to advance its nuclear energy ambitions amid rising electricity demand and the global shift toward cleaner energy sources.

“A sound mechanism for civil liability for nuclear damage serves as a foundational pillar,” said Nguyen Hoang Linh, Director General of VARANS.

“It not only secures adequate compensation for potential victims, but also provides transparency, predictability and confidence for operators, investors and the public,” he added.

Strengthening Investor Confidence

During the mission, the IAEA conducted a national workshop involving representatives from Vietnam’s government agencies, nuclear regulators, judiciary, and insurance sector.

The discussions focused on international nuclear liability instruments established under the IAEA framework, including the Vienna Convention on Civil Liability for Nuclear Damage, related protocols, and the Convention on Supplementary Compensation for Nuclear Damage.

Vietnam is working to align its domestic regulations with global standards to ensure that future nuclear development is supported by strong legal protection, accountability mechanisms, and public safety measures.

A robust nuclear liability system is considered essential to building investor confidence and creating a predictable environment for nuclear technology development.

Vietnam’s Nuclear Power Revival

Vietnam’s renewed focus on nuclear energy comes as the country faces growing electricity demand driven by industrial expansion, urban development, and economic growth.

Hanoi views nuclear power as a potential strategic option to strengthen energy security, diversify its electricity mix, and support long-term decarbonisation efforts.

However, global experience shows that successful nuclear programmes require more than advanced technology. Strong institutions, independent regulation, emergency preparedness, and public trust are equally critical.

By strengthening its regulatory framework, Vietnam is preparing the foundation for a safer and more sustainable nuclear energy future.

Toward Global Nuclear Standards

Through its Legislative Assistance Programme, the IAEA continues to support Vietnam in developing a legal environment for the peaceful, safe, and responsible use of nuclear energy.

Vietnam’s efforts also align with a broader international push to establish a Global Nuclear Liability Regime based on shared principles of responsibility and protection.

For Hanoi, strengthening nuclear governance is not only a regulatory requirement but also a strategic step to attract investment, enhance energy resilience, and position Vietnam as a responsible player in Asia’s clean energy transformation.

As Vietnam enters a new chapter in its energy transition, a stronger nuclear framework will become a key pillar supporting safety, sustainability, and international confidence. (AT Network)
