ASIATODAY.ID, MANILA — The Asian Development Bank (ADB) has taken a decisive step to compete in the global talent market after its Board of Directors endorsed a new Strategic Human Resource Framework, aimed at building an agile, high-performing workforce capable of addressing the region’s most complex development challenges.
The framework modernizes ADB’s talent management approach from recruitment to career transition, setting institution-wide standards for fair, supportive, and performance-driven employment practices. By prioritizing staff well-being, professional growth, and mobility, ADB positions its people as its most critical asset in delivering development impact across Asia and the Pacific.
“Our people are ADB’s most important institutional asset,” said ADB President Masato Kanda on January 30, 2026, emphasizing that the framework is designed not only to reward existing staff but also to make ADB a magnet for world-class global talent.
Structured around seven stages of the employee journey, the framework places strong emphasis on learning and development, transparent performance management, and cross-posting opportunities between headquarters and field offices.
It also reinforces ADB’s commitment to diversity, mental and physical well-being, and a respectful workplace culture—key factors in sustaining long-term institutional excellence.
To ensure accountability, ADB will track indicators such as staff experience, access to learning, and recruitment efficiency, with implementation led by the Budget, People, and Management Systems Department.
