ASIATODAY.ID, JAKARTA – The Government of Indonesia, through the Ministry of Environment / Environmental Control Agency (KLH/BPLH), continues to reinforce its leadership in global climate action by advancing the development of a carbon market that is inclusive, transparent, and built on high integrity.
This commitment is realized through the enhancement of the National Registry System for Climate Change Control (SRN PPI) — the backbone of the Indonesian Emission Reduction Certificate (SPEI) mechanism — and the signing of four Mutual Recognition Agreements (MRAs) with Verra (VCS Program), the Global Carbon Council, Plan Vivo, and the Gold Standard, as well as a Letter of Intent (LoI) with Puro Earth.
A key milestone in this effort is the launch of a national guidance document for carbon project developers seeking certification under the Gold Standard for the Global Goals (GS4GG) framework.
This initiative is a crucial step in strengthening Indonesia’s position in the international carbon market while ensuring that its system is credible, measurable, and globally competitive.
“Competitive advantage can only be achieved by building an inclusive carbon market supported by transparent and robust infrastructure capable of delivering high-integrity carbon credits,” stated Minister of Environment and Head of BPLH, Hanif Faisol Nurofiq, October 5, 2025.
Minister Hanif emphasized that KLH/BPLH holds a central role in operationalizing the Carbon Economic Value (CEV), not only through nature-based approaches such as the Forestry and Other Land Use (FOLU) sector under REDD+ performance-based payments, but also by expanding into technology-based approaches to enhance climate finance opportunities.
SRN PPI: The Backbone of Indonesia’s Carbon Market Integrity
Since the launch of its upgraded version, the SRN PPI has become a strategic national instrument supporting CEV implementation.
According to Deputy for Climate Change Control and Carbon Economic Value Governance (PPITKNEK), Ary Sudijanto, the upgraded SRN PPI ensures a more transparent, accountable, and resilient system for recording and tracking climate actions.
“The strengthened SRN PPI guarantees that every contribution and action from all stakeholders is properly recorded, verified, and traceable. This represents Indonesia’s strong commitment to transparent and high-integrity climate governance,” said Ary Sudijanto.
The improved SRN PPI features enhanced data visualization for actions, emissions, resources, and carbon units, a user-friendly verification process, and a stronger tracking mechanism for the implementation of Indonesia’s Nationally Determined Contribution (NDC).
The system also functions as the national platform for recording activities under Articles 5 and 6 of the Paris Agreement, including Results-Based Payments (RBP), offsetting, and emission trading, in compliance with UNFCCC reporting formats.
Currently, 14 Clean Development Mechanism (CDM) projects have expressed interest in transitioning to Article 6 of the Paris Agreement, with four already registered in SRN PPI:
1. Asahan 1 Hydroelectric Power Plant (2 x 90 MW)
2. Pamona 2 Hydroelectric Power Plant Project
3. Wampu Hydro Electric Power Project
4. Semangka Hydro Electric Power Project
Advancing Global Collaboration through Gold Standard Certification
Following the MRA with the Gold Standard signed in May 2025, KLH/BPLH and the Gold Standard jointly launched a comprehensive guidance document for carbon project developers in Indonesia.
This guide provides detailed information for both existing and new projects pursuing GS4GG certification, covering:
Eligibility criteria,
Certification approval and credit trading procedures,
Issuance and management of units,
Validation and verification by accredited entities, and
Applicable fees.
As part of the initial implementation, project developers are invited to join a pilot program, with the submission deadline set for 30 October 2025.
Another strategic move involves establishing a data-sharing connection between SRN PPI and the JCM Registry under the bilateral cooperation framework of Article 6.2 of the Paris Agreement between Indonesia and Japan.
This connectivity supports the integration of SPEI and JCM schemes, which have already received proposals from 62 project proponents.
Ensuring High Integrity in the National Carbon Market
KLH/BPLH is also preparing additional guidance for project developers under the Verra, Global Carbon Council, and Plan Vivo schemes to further strengthen Indonesia’s MRA implementation with independent carbon crediting standards.
The Government underscores that maintaining carbon integrity is a top priority to prevent fraud and safeguard Indonesia’s global reputation.
An integrated Measurement, Reporting, and Verification (MRV) system within SRN PPI will serve as the cornerstone of transparency and accountability for all climate actions.
“Protecting carbon integrity means protecting Indonesia’s credibility in the eyes of the world. Every carbon unit must represent real, measurable contributions to emission reduction and sustainable development,” Minister Hanif affirmed. (AT Network)
