ASIATODAY.ID, JAKARTA – The Indonesian government through the Ministry of Maritime Affairs and Fisheries has prepared a number of strategic steps to face accusations of anti-dumping (AD) and countervailing duties (CVD) against Indonesian frozen shrimp exports to the United States market from the American Shrimp Processors Association (ASPA) through a petition on October 25, 2023.
The scope of shrimp from Indonesia that is subject to the petition includes all frozen tropical shrimp, excluding fresh shrimp and breaded shrimp.
CVD accusations were not only directed at Indonesia, but also Vietnam, Ecuador and India, while AD accusations were directed at Indonesia and Ecuador.
Based on Sunset Reviews in 2022, currently there are 4 countries that are still subject to Anti-Dumping Import Duties, namely China at a maximum of 112.81%, India 110.9%, Thailand 5.34%, and Vietnam 25.76%.
Currently, the Indonesian Ministry of Maritime Affairs and Fisheries is focusing on completing the CVD questionnaire as a step to explain programs accused of subsidies with data support, and ensure that programs in the fisheries sector are not discriminatory or not specific to shrimp. Apart from that, the Indonesian Ministry of Maritime Affairs and Fisheries also provides assistance to mandatory respondent exporters in filling out the CVD questionnaire, and has also appointed a Lawyer to represent the Indonesian Government in resolving the case.
“We have prepared to handle AD and CVD cases, especially in preparing explanations for policies or programs that are accused of subsidies, especially in the fisheries sector, such as facilitating financing for the fisheries sector, and insurance for small-scale farmers,” explained the Director General of Strengthening the Competitiveness of Marine Products and fisheries, Budi Sulistiyo, quoted Saturday, January 6 2024.
Budi said that the Indonesian Ministry of Maritime Affairs and Fisheries, as the ministry that oversees shrimp commodities, had carried out a thorough study in selecting an international provider to represent the Indonesian Government in handling this case.
Budi explained that the Indonesian Ministry of Maritime Affairs and Fisheries also accompanies exporters of mandatory AD and CVD respondents along with laywers appointed by the government and those appointed by each exporter in order to fill out questionnaires from the US Department of Commerce (USDOC). This will also include assisting and supervising the hearing process and forum for submitting arguments carried out by USDOC and USITC.
“We provide assistance to ministries/agencies and stakeholders in the investigation and verification that will be carried out by USDOC,” he said.
On this occasion, Budi ensured that the Indonesian Ministry of Maritime Affairs and Fisheries also submitted an explanation of policies or programs related to the fisheries sector which were accused of subsidies and the results of filling out the CVD questionnaire to the Ministry of Trade as a vocal point on December 22 and December 29 2023. Even the Indonesian Ministry of Maritime Affairs and Fisheries also held a meeting with the Ministry of Maritime Affairs and Fisheries, Ministry of Trade, Ministry of Foreign Affairs, associations, mandatory respondents and exporters on January 4 2024.
Previously, Minister of Maritime Affairs and Fisheries Sakti Wahyu Trenggono met President Joko Widodo (Jokowi) at the State Palace, Central Jakarta, Friday, January 5 2024 to report on Indonesian shrimp exports which were accused of antidumping in the United States.
Minister Trenggono said that the Ministry of Maritime Affairs and Fisheries would encourage resolving steps so that this condition does not harm Indonesia. (AT Network)
