ADB, Mongolia Forge $475 Million Partnership to Boost Social Sectors and Disaster Resilience

ASIATODAY.ID, ULAANBAATAR – The Asian Development Bank (ADB) and the Government of Mongolia have signed a $475 million Financial Framework Arrangement to advance inclusive growth and strengthen the nation’s disaster resilience.

The agreement, signed by Minister of Finance and ADB Governor Javkhlan Bold and ADB Country Director Shannon Cowlin, marks a major step in modernizing Mongolia’s health, education, and emergency response systems.

“The Financial Framework Arrangement will streamline project preparation and approval processes so that our partnership can deliver timely and lasting benefits for the people of Mongolia,” said Cowlin on November 5, 2025.

“Through this framework, ADB will continue supporting initiatives that build resilience, promote equitable access to services, and foster sustainable development.”

Strengthening Mongolia’s Social Sectors

The new framework supports four major projects designed to enhance public health, education, workforce skills, and disaster management—key priorities in the Government Action Plan 2024–2028 and ADB’s Country Partnership Strategy 2025–2028.

1. Provincial Health Service Strengthening and Modernization Project

This project will upgrade hospitals and diagnostic centers in 17 provinces (aimags) with climate-resilient and energy-efficient facilities. It aims to improve emergency care, expand cancer treatment, and strengthen the national health insurance system. Training for healthcare workers and better hospital management practices are also part of the initiative.

2. Sustaining Access to and Quality of Education Project

With additional ADB financing, this program will build 40 new schools and kindergartens across Mongolia, creating over 10,000 new seats to reduce classroom overcrowding. The schools will feature inclusive, disaster-resilient, and energy-efficient designs.

The project also invests in digital learning resources and upgrades Mongolia’s national digital education system in preparation for a new curriculum rollout in 2027.

3. Developing Skilled Mongolian Workforce for Resilient Economic Growth Project

This initiative focuses on modernizing technical and vocational education and training (TVET) to align with future labor market needs. It will establish a network of model training institutions, update curricula, and strengthen teacher training through international collaboration. The goal is to equip young Mongolians with market-relevant skills in digital, smart, and green technologies.

4. Strengthening Mongolia’s Disaster Resilience Capacity Project

To improve national disaster preparedness, ADB will help equip the National Emergency Management Agency with advanced vehicles, tools, and facilities that meet international standards. A new training complex will enhance the skills of emergency personnel, enabling faster, safer, and more effective disaster response operations.

Driving Inclusive and Sustainable Growth

These projects—funded through a mix of ADB’s ordinary and concessional loans and grants—are expected to play a crucial role in strengthening Mongolia’s social resilience, human capital, and institutional capacity.
