China Pharma Giant Sino Biopharmaceutical Expands into Indonesia

ASIATODAY.ID, JAKARTA — Indonesia’s pharmaceutical landscape is entering a new phase as China’s Sino Biopharmaceutical Limited expands its presence into the country through a strategic partnership with Indonesian healthcare company PT Tempo Scan Pacific Tbk to establish a specialty pharmaceutical joint venture.

The partnership will create PT Tempo CTTQ Biopharmaceutical Indonesia (TCBI), a new healthcare platform aimed at accelerating access to innovative medicines, strengthening pharmaceutical capabilities, and supporting the long-term development of Indonesia’s healthcare ecosystem.

The signing ceremony was attended by Coordinating Minister for Economic Affairs Airlangga Hartarto, Chinese Ambassador to Indonesia Wang Lutong, Head of Indonesia’s Food and Drug Authority (BPOM) Taruna Ikrar, and business leaders, highlighting the strategic importance of healthcare investment cooperation between Indonesia and China.

The joint venture brings together Tempo Scan’s extensive domestic healthcare network and manufacturing capabilities with the research and innovation strengths of Chia Tai Tianqing Pharmaceutical Group Co., Ltd (CTTQ), a subsidiary of Sino Biopharmaceutical Limited.

A New Chapter for Indonesia’s Specialty Pharmaceutical Industry

Through TCBI, both companies aim to develop a stronger foundation for specialty pharmaceutical and innovative healthcare solutions in Indonesia.

Sino Biopharmaceutical brings expertise in research and development (R&D), manufacturing, and commercialization of innovative medicines, biological products, and branded pharmaceutical products. The company’s portfolio covers several key therapeutic areas, including oncology, cardiometabolic diseases, respiratory treatments, and specialty care.

Meanwhile, Tempo Scan contributes decades of experience in Indonesia’s healthcare sector, supported by integrated manufacturing capabilities, nationwide distribution networks, and strong market understanding.

The partnership is expected to gradually introduce specialty and innovative pharmaceutical products to Indonesia, including products that have received regulatory approval and those currently undergoing registration processes.

Beyond expanding patient access to modern treatments, the collaboration is also expected to support knowledge transfer, enhance domestic pharmaceutical capabilities, and strengthen Indonesia’s healthcare innovation ecosystem.

“This joint venture with SBP Group and Chia Tai Tianqing Pharmaceutical Group is a strategic step for Tempo Scan in strengthening our biotechnology and specialty pharmaceutical business,” said Handojo S. Muljadi, Executive Chairman and Co-founder of Tempo Scan Group.

“Through this partnership, we hope to expand access and choices of medicines for Indonesian patients while contributing to the development of the national pharmaceutical industry through collaboration with global partners that have strong research and innovation capabilities,” he added.

China–Indonesia Healthcare Cooperation Gains Momentum

The establishment of TCBI reflects growing cooperation between Indonesia and China in strategic sectors, including healthcare, technology, and high-value industries.

For Indonesia, attracting global pharmaceutical investment is part of efforts to strengthen domestic healthcare resilience while encouraging technology transfer and industrial development.

Philip Duong, President International of SBP Group, said the partnership represents an important milestone in the company’s international expansion strategy.

“By combining SBP Group’s innovative medicine portfolio and development capabilities with Tempo Scan’s local expertise and commercial reach, we hope to accelerate access for Indonesian patients to innovative therapies while contributing to the strengthening of Indonesia’s healthcare ecosystem,” he said.
