ASIATODAY.ID, JAKARTA – The Indonesian government has given additional time to export concentrate and anode sludge to business entities that have entered the commissioning stage in the construction of refining facilities (smelters). The extension of the export time for concentrate and anode mud was granted until 31 December 2024. These regulations are contained in the Minister of Energy and Mineral Resources Regulation Number 6 of 2024 which was promulgated on 30 May 2024.
“This regulation provides an opportunity for business entities that have entered the commissioning stage in the construction of refining facilities (smelters) to export anode sludge and processing concentrates, until December 31 2024,” said the Head of the Communications, Public Information Services and Cooperation Bureau, Ministry of Energy. and Mineral Resources, Agus Cahyono Adi, in Jakarta, Friday, 31 May 2024.
The extension of the concentrate export period is in accordance with President Joko Widodo’s direction, which takes into account the continuity of production and achieving industrial downstreaming so that it can contribute to economic growth.
“Granting an extension of concentrate exports is necessary to ensure final completion of the construction of refining facilities to optimal production. Note that the extension of concentrate exports this time is accompanied by the imposition of export levies,” he added.
The scope of this Ministerial Regulation regulates the provision of opportunities for overseas sales of processed metal minerals, including copper, iron, lead and zinc concentrates, as well as anode mud. This export extension is also in line with the completion of the construction of domestic metal mineral refining facilities which are being carried out by Mining Business Permit (IUP) and Special Mining Business Permit (IUPK) holders.
Parallel to the completion of this Ministerial Regulation, policies related to the export trade system and the imposition of export duties on metal mineral concentrates that will be sold will also be supported.
“This Regulation of the Minister of Energy and Mineral Resources will be followed by a Regulation of the Minister of Trade which will regulate the relevant export trade system, as well as a Regulation of the Minister of Finance which will determine the Export Duty rate on the proceeds from the sale of the concentrate,” concluded Agus.
Previously, there were five business entities that were given relaxation of the policy prohibiting exports of raw minerals until May 2024. The five business entities were PT Freeport Indonesia (copper), PT Amman Mineral Nusa Tenggara (copper), PT Sebuku Iron Lateritic Ores (iron), and two smelters owned by PT Kapuas Prima Coal, namely PT Kapuas Prima Citra (lead) and PT Kobar Lamandau Mineral (zinc).
