Indonesia Partners with Japan to Develop TOD Zones

ASIATODAY.ID, JAKARTA – The Government of Indonesia continues to strengthen international collaboration to realize inclusive and sustainable urban development.

One strategic initiative is its partnership with the Government of Japan through the Japan International Cooperation Agency (JICA) to develop Transit Oriented Development (TOD) zones — a key approach in supporting the Golden Indonesia Vision 2045.

The government’s ambitious target of 8% economic growth by 2029 serves as a foundation for comprehensive structural transformation. As outlined in the 2025–2029 National Medium-Term Development Plan (RPJMN), sustainable urban development has been designated as National Priority #6, with TOD at the core of its policy interventions.

“TOD is a key approach to transforming cities into inclusive, green, culturally vibrant, and resilient economic growth centers. It integrates transportation and spatial planning into a single, efficient development ecosystem,” said Mohammad Rudy Salahuddin, Deputy for Coordination of Industry, Manpower, and Tourism at the Coordinating Ministry for Economic Affairs, during the opening of The Final JCC Meeting of JUTPI-3 on Tuesday, June 24, 2025.

The meeting reviewed the progress and sustainability of the Jakarta Urban Transportation Policy Integration Phase 3 (JUTPI-3) program, a technical cooperation initiative between Indonesia and Japan that began in 2022. The program aims to enhance stakeholder capacity in developing TOD zones across Greater Jakarta (Jabodetabek).

Three key outcomes have been achieved: Formulation of TOD development policy, Enhanced inter-agency coordination mechanisms and Development plans for pilot TOD areas in Blok M, Depok Baru, and West Bekasi.

To strengthen governance and ensure sustainability in TOD implementation, the government has established a Transit-based Urban Planning Coordination (TUPC) Team, formalized under Deputy Decree No. 3 of 2025.

Deputy Rudy emphasized the need to secure both institutional and substantive continuity for TOD development. Three follow-up strategies have been outlined:

– Implementation of JUTPI-3 outcomes by the Coordinating Ministry for Infrastructure and Regional Development (Kemenko IPK)

– Initiating integrated cross-regional and cross-sector planning processes for national TOD regulations

– Operationalizing the Future Public Transport Network Dashboard developed under JUTPI-3

“We hope that the spirit of TOD continues not only as an institutional initiative but also as a core principle in every urban development effort we undertake,” Rudy stated.

The JUTPI-3 program is expected to lay the groundwork for future cities that are livable, compact, and well-connected. The event concluded with the signing of the Minutes of Meeting (MoM) by Deputy Rudy and Sachiko Takeda, Chief Representative of the JICA Indonesia Office. (AT Network)
