ASIATODAY.ID, JAKARTA – One of the tycoons in Indonesia, namely the Chairman of the Agung Sedayu Group, Sugianto Kusuma alias Aguan, was reported to the Corruption Eradication Commission regarding the 30 kilometer sea fence scandal in Tangerang Regency, Banten. The controversial sea fence is the Pantai Indah Kapuk (PIK) National Strategic Project 2.
The report against Aguan was submitted by the former Chairman of the Corruption Eradication Commission, Abraham Samad, together with a number of anti-corruption activists to the Corruption Eradication Commission on Friday, January 31 2025.
Abraham Samad and his team believe that Aguan is suspected of being involved in corruption related to the illegal certificate scandal at the location of the sea fence for the construction of PIK 2.

“We are reporting about allegations of bribery and gratification in the issuance of maritime certificates which are strongly suspected to have been carried out by the Agung Sedayu Group and its subsidiaries,” said Abraham at the Corruption Eradication Commission’s Red and White Building, Jakarta, Friday.
Abraham Samad asked the Corruption Eradication Commission not to be afraid to examine Aguan to thoroughly investigate this case. This was conveyed by Samad in response to the name Aguan, who was said to be a businessman who is above the law.
“Lita asked the Corruption Eradication Commission not to worry about summoning the person who feels he is strong all this time, namely Aguan,” said Abraham.
“This name seems to have created a myth that he is untouchable by the law. “Therefore, we want to encourage the Corruption Eradication Commission to immediately investigate this person,” he stressed.
Abraham and his team also admitted that they had prepared evidence to be submitted to the anti-corruption agency to help investigate this case.
“We have quite a lot of data, we have collected it in one system so that when it is needed, we can immediately distribute it to the Corruption Eradication Commission to help the Corruption Eradication Commission carry out investigations more quickly, but we are also sure that the Corruption Eradication Commission will also have the data. “which is enough to do something called bucket pool,” said Abraham.
Dozens of Marine Fence Certificates Revoked
The Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia, Nusron Wahid, previously revealed that around 50 certificates of building use rights (HGB) and ownership rights (HM) for sea fences in Tangerang Regency, Banten, had been completed by cancellation.
Of the 50 HGB/HM marine fence certificates whose legality has been officially cancelled, one of them belongs to PT Intan Agung Makmur (IAM) in Kohod Village, Pakuhaji District, Tangerang Regency, Banten.
Based on the results of research and evaluation of the issuance of HGB and HM sea fence certificates in the northern coastal area, Tangerang Regency, Banten, especially in Kohod Village, Pakuhaji District, Minister Nusron emphasized that the certificate had the status of procedural defects and was materially null and void.
“The procedures for the process of cancellation start from checking the legal documents. “We can check legal documents at the office, we can also do it at the village hall,” said Nusron Wahid, Friday, January 24 2025.
According to him, the review of the land boundaries/coastlines previously contained in the HGB and HM certificates on the coast violated legal provisions. Therefore, the certificate’s issuance status can automatically be revoked and its legality cancelled.
It is known that there are 263 areas of HGB/HM sea fence certificates listed in the waters of Tangerang Regency. Of this number, it consists of 234 HGB certificates in the name of PT Intan Agung Makmur, 20 HGB certificates in the name of PT Cahaya Inti Sentosa, and 9 areas in the name of individuals. Apart from that, 17 HM certified fields were also found in the area.

The Corruption Eradication Commission will follow up on the report. Spokesperson for the Corruption Eradication Commission, Tessa Mahardhika Sugiarto, said that her party would verify and analyze the report submitted by Abraham Samad together with the civil society coalition.
