Menas Capital and Lao PDR Launch 15 GW Renewable-Powered ASEAN AI Data Centre Hub Initiative

ASIATODAY.ID, DUBAI – Menas Capital LLC, an Abu Dhabi–based investment and strategic development firm, today signed a Memorandum of Understanding (MOU) with the Government of the Lao People’s Democratic Republic to advance the ASEAN Digital & Artificial Intelligence Hub Initiative, a long-term platform envisioned to support up to 15 gigawatts (GW) of renewable energy–enabled digital infrastructure.

The MOU was signed on behalf of Menas Capital LLC by H.E. Khalifa Matar Al Mazrouei, Chairman, and on behalf of the Government of the Lao People’s Democratic Republic by H.E. Santisouk Simmalavong, Minister of Technology and Communications. The signing ceremony was held in Dubai and marks a significant milestone in strengthening cross-regional collaboration between Southeast Asia and the Middle East.

The agreement establishes a non-binding framework for cooperation, focusing on feasibility studies, development planning, and structured collaboration for the potential development of AI-ready data centres, high-performance computing infrastructure, and renewable energy integration, aligned with international best practices, transparency, and good governance.

The Lao PDR delegation was led by H.E. Saleumxay Kommasith, Deputy Prime Minister of the Lao People’s Democratic Republic, underscoring the importance of the initiative at the highest levels of government.

Commenting on the signing, H.E. Khalifa Matar Al Mazrouei, Chairman of Menas Capital LLC, said:

“Today represents more than the signing of an agreement. It marks the beginning of a shared journey founded on trust, long-term vision, and responsible collaboration. This initiative reflects our commitment to building sustainable digital infrastructure that connects regions and creates lasting value.”

“This initiative is designed to position ASEAN as a future AI data centre hub. The ceremony was witnessed by Mrs. Malika Al Hashimi, representing institutional leadership and regional support for the initiative.

The ASEAN Digital & Artificial Intelligence Hub Initiative aims to serve as a scalable platform for regional digital transformation, enabling secure, sustainable, and future-ready infrastructure to support innovation, entrepreneurship, and long-term economic resilience across ASEAN member states.

This MOU sets the foundation for further discussions and potential future legally binding agreements as technical, regulatory, and commercial readiness progresses.
