ASIATODAY.ID, JAKARTA – Jakarta has taken an important step toward becoming a more compassionate and animal-friendly city.
Governor Jakarta Pramono Anung reaffirmed this commitment as he opened the Animal Welfare International Conference Indonesia 2025 at the Royal Kuningan Hotel, South Jakarta, on Friday, December 5, 2025.
The conference, initiated by the JAAN Domestic Indonesia Foundation and FOUR PAWS International, serves as a collaborative platform bringing together stakeholders from government, civil society, academia, and global animal-welfare advocates.
Governor Pramono emphasized that Jakarta’s development must reflect not only modern infrastructure, but also ethical values, empathy, and care for all living beings that share the urban environment.
“Jakarta must ensure its development aligns with ethical principles and respect for every creature in the city’s ecosystem,” he said.
He highlighted several key priorities, including better management of animals in public spaces, community capacity building, regulatory improvements, the use of digital technologies, and the expansion of strategic partnerships. These efforts form the foundation of Jakarta’s aspiration to evolve into a more inclusive and humane metropolis.
A Global Platform for Shared Responsibility
The conference, themed “United in Action: Collaborative Pathways to Animal Welfare”, reinforces Jakarta’s intention to deepen international cooperation. With experts and organizations from around the world participating, the forum aims to generate practical recommendations and joint strategies to strengthen animal-welfare standards both nationally and globally.
Concrete Policy Advancement: New Regulation on Rabies Control
Governor Pramono also introduced a major policy step: the issuance of Governor Regulation Number 36/2025 on Rabies-Transmitting Animal Control, which includes provisions prohibiting the trade of rabies-transmitting animals for consumption.
“What matters most is not only signing the regulation, but ensuring it is implemented effectively on the ground,” he noted.
Civil Service Police Unit and relevant agencies have been instructed to conduct consistent monitoring to guarantee proper enforcement.
Sustained Investment in Animal-Welfare Programs
Each year, the Jakarta Provincial Government allocates dedicated Regional Income and Expenditure Budget (APBD) funding for mass vaccination, sterilization programs, feeding initiatives, and public education. These programs are regularly updated in line with scientific developments and international best practices.

Governor Pramono reiterated that Jakarta’s evolution must embrace all who live in the city — humans and animals alike.
He expressed hope that the international forum will produce actionable recommendations and inspire stronger long-term collaboration.
