ASIATODAY.ID, JAKARTA – The Indonesian Ministry of Maritime Affairs and Fisheries is ready to become a strategic partner and assist the Government of Timor Leste in developing and prioritizing strengthening regional and national management of coastal and marine ecosystems.
Secretary of the Directorate General of Marine Spatial Management, Kusdiantoro, revealed this at the Timor Leste National Marine Spatial Planning Workshop which took place in Timor Leste.
The efforts carried out by Timor Leste are in line with activities planned at the national and regional levels through the AIS Forum, West Pacific MSP and CTI-CFF programs. Indonesia and Timor Leste are building cooperation in the maritime sector, including increasing institutional capacity and advancing the marine spatial planning process.
“Marine spatial planning, apart from allocating various human activities in marine space to achieve economic, social and environmental goals, also provides benefits for minimizing conflicts over spatial use and becomes a reference in implementing development as well as the basis for issuing permits for marine spatial utilization,” said Kusdiantoro, quoted Thursday, January 25 2024.
On this occasion, Kusdiantoro also encouraged the marine spatial planning workshop and training in Timor Leste to be able to formulate effective and efficient marine spatial planning so as to provide benefits for marine spatial planning in Timor Leste and in Indonesia considering the position of the region which borders directly, especially with the province. East Nusa Tenggara and in the Arafuru Sea.
It was further explained to the Government of Timor Leste that the Indonesian Government has established several regulations which are the basis for regulating marine space, namely 1 Government Regulation concerning National Marine Spatial Planning, 9 Presidential Regulations concerning Inter-Regional Area Zoning Plans, 3 Presidential Regulations concerning National Strategic Plans and 12 Regional Regulations on Land-Sea Integrated Provincial Spatial Planning.
“All results of marine spatial planning in Indonesia have been deposited internationally through the Intergovernmental Oceanographic Commission (IOC) of UNESCO in 2022 so that the status of marine spatial planning in Indonesia has entered the implementation stage on a par with developed countries in the world,” he explained.
Integrated spatial planning plays an important role in encouraging the growth of marine economic centers, strengthening the marine logistics system that supports the production and distribution chain of marine products. Not only that, integrated spatial planning will also increase connectivity between islands and between land and sea, reduce disparities between regions, increase community welfare and state income from contributions from the maritime sector while ensuring the preservation of marine, coastal and small island ecosystems.
